Course Instructors

Chris Petree serves as the vice president of operations for Southview Design, a local landscape and maintenance contractor.  Previously, Chris served as the director of operations for WSB and the director of public works for the City of Rochester (2018–2019), the City of Lakeville (2008–2018), and the City of Hugo (1999–2008). He also worked as the head water treatment plant operator for the City of Apple Valley. Chris has a BA in business management from the College of St. Scholastica; has completed the Public Works Executive Fellowship, Public Works Leadership Academy, Public Works Certificate Program, and the Underground Utilities Construction Inspectors School; and is a MnLTAP Roads Scholar. He served as the APWA–MN Chapter president in 2017 and has also served as the Chapter’s national delegate.

Steve Albrecht, P.E, has served as operations administrator, community engineer, and director of land and natural resources for the Shakopee Mdewakanton Sioux Community since 2018. In this role, he is charged with leadership, budgeting, and planning of the Public Works, Property Services, and Land and Natural Resources Divisions. Previously, he served as the public works director for the City of Burnsville from 2011–2018. From 2004–2010, he served as public works director/city engineer for the City of Prior Lake. From 1994–2003, Steve worked as consulting engineering for a variety of municipal clients in Carver, Scott, Dakota, and Hennepin counties. He has a degree in agricultural-water resource engineering from the University of Wisconsin and is a licensed civil engineer in Minnesota. In his capacity as public works director for Burnsville, Steve is involved with several committees and policy groups, including APWA–MN, Transportation Advisory Board Technical Advisory Committee, and Metro Cities and League of Minnesota Cities Legislative Committees.
