Commercial Driver's License Entry-Level Driver Training

The Entry-Level Driver Training (ELDT) regulations from the Federal Motor Carrier Safety Administration (FMCSA) went into effect in February 2022. The ELDT regulations require entry-level drivers to successfully complete a program of theory and behind-the-wheel instruction before taking their Commercial Driver's License (CDL) test. 

The information listed here is designed to help Minnesota local agencies identify and provide CDL training that complies with ELDT regulations to their staff. It is specifically intended for individuals who need to obtain an initial Class B CDL, upgrade from a Class B CDL to a Class A CDL, or obtain the hazardous materials endorsement for the first time. 


Steps for Entry-Level Drivers to Obtain a CDL

  1. Get a copy of Minnesota’s Commercial Driver’s Licensing (CDL) Manual.
  2. Decide which type of vehicle and what kind of driving will be required (Class A, Class B, or special endorsement).
  3. Get the Commercial Learner’s Permit (CLP).
  4. Complete the required Theory and Behind-the-Wheel training.
    1. Note: All training must be conducted by a provider listed in the FMCSA’s Training Provider Registry to meet ELDT requirements. If you have questions about whether the license type you want to obtain requires Theory and Behind-the-Wheel training, please visit the ELDT website.  
  5. Take the CDL license test.

Registered Training Providers

All ELDT training must be conducted by a registered training provider to meet FMCSA requirements. Visit the FMCSA’s Training Provider Registry to verify that an in-house trainer at your agency is registered or to find another provider near you. 

If you have a qualified trainer at your agency, they can register as a provider with the FMCSA.

Theory Training Online Modules

This online CDL theory training includes 30 modules on a variety of topics. It was developed by the AASHTO Clear Roads Technical Service Program to comply with ELDT requirements and has been customized by MnDOT for use in Minnesota. Access is free for Minnesota local agencies. 

Behind-the-Wheel Train the Trainer
