
How do Roads Scholars get their start, and what inspires them to go the extra mile? MnLTAP is pleased to share the journeys of recent graduates. This month, we meet Crystal Cullars, senior heavy equipment operator at Ramsey County. She earned the Maintenance Operations and Technical Certificate.
How did you get interested in public works?
My love for public works began with operating heavy equipment in the military and knowing that I could make a meaningful impact on the community.
How does the Roads Scholar certificate help you in your current job & career plans?
It strengthens my heavy equipment senior operator skills by deepening my knowledge of road maintenance, safety, and equipment operation. It helps me to perform my job more effectively and prepares me for future leadership opportunities. This certificate also enhances my credibility, opens doors for career advancement, and aligns with my passion for operating heavy equipment and serving our community.
What’s a typical day like?
With Ramsey County being the smallest county in the state by land area but the most densely populated, our typical day involves maintaining roadways, repairing infrastructure, and operating equipment safely to clear roads and keep the community moving despite high traffic but limited space.
What is your favorite accomplishment?
Combining my military career, dedication to public works, and becoming a senior operator—all while balancing family life. Transitioning the experience I gained from the Navy and Air Force, I thrive in a public service role where I continue to make an impact on the community and set an example of drive and determination for my kids and family.
What can other people learn from your path?
Continuous learning and evolution are key to personal and professional growth, as each experience shapes us into more skilled, resilient individuals who can adapt and make a meaningful impact.
What makes you feel proud at the end of the day?
The direct impact of the work that we do daily and knowing that my efforts contribute to the well-being and function of the community.
How has your job changed over the years?
On a personal level, I have gone from a highway maintenance laborer to a heavy equipment operator to a senior operator—all three having their own challenges and differences.
Any funny or surprising incidents while working?
I'll never forget the moment I was repairing a gravity-fed waste pipe in Africa. We broke it during excavation and while being repaired, it unexpectedly exploded in my face—covering me in treated wastewater. Though it was a messy experience, it taught me a valuable lesson, and I can confidently say I won't make that mistake twice.
What do you do for hobbies/fun?
I love football! I watch Vikings games religiously and I watch my boys play. I am one of those crazy football moms with the cowbell in the stands. Relaxing with family and making memories is my favorite pastime.
What is your favorite place on Earth? Why?
My favorite place on Earth is anywhere my family is—making memories, laughing, goofing off. It's where I feel the most love, support, and joy. In those moments together, I truly feel at home and grounded.
