About the Webinar

This webinar explored best practices related to winter maintenance and unpaved road maintenance. The presenters examined practical strategies for maintaining both winter and unpaved road systems under tightening budgets and evolving environmental expectations. 

The first presentation shared operational lessons learned from years of winter maintenance field experience, explored the use of equipment and deicing products, and highlighted the benefits of developing a sustainable, environmentally responsible anti-icing and deicing program.

The second presentation highlighted how counties across the country are improving unpaved road performance. The presenters looked at how maintenance managers make the most of their equipment, apply soil science in the field, and use regionally available materials to create road surfaces that rival pavement in quality and durability. The session also shared lessons learned from field experience, professional training, and LTAP collaboration, especially in areas with environmentally sensitive agricultural and forested lands. Attendees left with practical insights and adaptable techniques to strengthen their own unpaved road programs.

Presenters

Michael Coffey is a technical expert with EnviroTech Services. He retired as assistant commissioner (Southcoast Region Director) with the Alaska Department of Transportation and Public Facilities (ADOT&PF) after 37 years, including more than 10 years as the ADOT&PF director of statewide maintenance and operations and 5 years as ADOT&PF northern region maintenance and operations manager. He has also served on the American Public Works Association (APWA) Winter Maintenance Committee and as an APWA instructor.

Steven Clark is a senior product manager with EnviroTech Services. He is an APWA Member, LTAP speaker, and product trainer with 14 years of field studies and product development related to anti-icing and deicing products, dust control, and stabilization products for unpaved roads. He completed his PhD at the University of Arkansas and post-doctoral studies at Linköping University, Sweden.

Bill Langren is a technical expert with EnviroTech Services. He is an APWA member, LTAP speaker, and product trainer. He previously served as a road maintenance supervisor in Douglas County, Colorado, for 36 years and is an experienced equipment Operator (e.g., motor graders, compactors, water trucks, and trucks).
