Commercial Driver's License (CDL)

Entry-Level Driver Training

The Entry-Level Driver Training (ELDT) regulations from the Federal Motor Carrier Safety Administration (FMCSA) went into effect in February 2022. The regulations require entry-level drivers to successfully complete a program of theory and behind-the-wheel instruction prior to taking the CDL test.

MnDOT is developing a training program for their employees and is working on a “shared services” plan for their districts. MnLTAP is working closely with MnDOT to learn about potential partnering opportunities for local agencies.

Community Colleges Customized Training

The FMCSA Trainer Provider Registry lists schools in Minnesota that provide all or some of the required training elements.

Clear Roads Training Materials

To help transportation agencies comply with the ELDT requirements, the Clear Roads pooled fund has developed free, downloadable CDL training materials for both instructor-led classroom and behind-the-wheel training.
